Eleanor Brough

Minster Quarter Programme Manager

About

Eleanor worked at Sarah Wigglesworth Architects for seventeen years, becoming a Director in 2023. In addition to her management duties, she has led projects in the community, education, and housing sectors. She is skilled at responding imaginatively and pragmatically to tight budgets, constrained sites, and the needs of multiple stakeholders.

Eleanor recently completed the new Highbury Roundhouse community centre in Islington and, before that, led the award-winning extension to Mellor Primary Academy. She regenerated Trent Basin, which RIBA East Midlands selected as an exemplary project for her housing work. Eleanor's cross sector experience informed a feasibility study for co-locating a primary school with housing on a town centre site for Ealing Council.

Eleanor has led presentations for clients, community groups, and local authorities. Before joining the Spring Cohort 2024, she contributed to a study into the Architecture of Pharmacies with UCL and has been a visiting technical tutor for Sheffield University since 2019.

Reading Borough Council

Eleanor’s role was as Programme Manager for the Minster Quarter at Reading Borough Council. Minster Quarter was a large town centre regeneration scheme comprising a number of mixed-use projects being delivered by different parties to differing but overlapping programmes. The largest component of Minster Quarter was Minster Quarter Central, a circa 600-home residential mixed-use scheme being delivered on Council land via a development agreement. She led this project on behalf of the Council and coordinated the interfaces with projects coming forward on adjoining sites. This included the Hexagon Studio Theatre by Reading Borough Council, and Broad Street Mall—another circa 600-home scheme.

Much of Eleanor’s role that year was focused on agreeing on the terms of the Council's development agreement with their development partner, McLaren Living. This involved extensive engagement with council colleagues in Assets, Legal, Climate and Finance, as well as with the Council’s external legal team.
