Senior Technical Project Officer

The Mayor's Infrastructure Coordination Service (ICS) is an award-winning, multi-disciplinary team that drives better collaboration in the planning and delivery of London's utility infrastructure. The ICS is working in partnership with the New Homes Accelerator London programme to unlock barriers to housing delivery across the capital, and the Greater London Authority is recruiting a Senior Technical Project Officer to sit within the ICS Development Service.

The role combines project management, stakeholder engagement, technical analysis and policy development, supporting projects that have a tangible impact on the delivery of new homes. This is an 18-month fixed-term contract (Grade 9, £58,217), with potential to extend if further funding becomes available.

• Managing projects and technical workstreams that support the New Homes Accelerator London programme and the wider ICS.
• Building relationships with developers, utility providers, London boroughs, government departments and other partners to coordinate activity.
• Using infrastructure data, digital tools and mapping systems to undertake technical analysis and support project delivery.
• Coordinating stakeholders with differing priorities and helping to build consensus around solutions and next steps.
• Monitoring project performance and identifying opportunities to improve processes and programme outcomes.
• Supporting the development of policy, best practice and strategic recommendations to improve infrastructure coordination and housing delivery.
• Preparing presentations, briefings and reports for senior leaders and steering groups across City Hall and partner organisations.

The Greater London Authority is looking for candidates who can demonstrate:

• A degree-level qualification or equivalent professional experience in engineering, infrastructure, development, planning, construction or a related field.
• Experience of successfully managing complex projects or programmes within agreed timescales and budgets.
• Experience of working with multiple stakeholders and building effective partnerships across public and/or private sector organisations.
• Knowledge of infrastructure and utility networks, and how connection processes and constraints affect development delivery.
• Strong analytical skills, with experience of gathering, interpreting and presenting data to support decision-making.
• Excellent written and verbal communication skills, including producing high-quality reports and briefings for senior audiences.
