Project Manager, Infrastructure Coordination

The Mayor's Infrastructure Coordination Service (ICS) is an award-winning, multi-disciplinary team that drives better collaboration in the planning and delivery of London's utility infrastructure. The Greater London Authority is recruiting a Project Manager to lead technical and project management activity within the ICS Development Service, working in partnership with the New Homes Accelerator London programme to unlock strategic housing developments that face infrastructure constraints.

Working at the intersection of development, utilities and public policy, the Project Manager will manage a portfolio of technically complex projects, bringing partners together to accelerate infrastructure connections so that new homes can be built more quickly. This is an 18-month fixed-term contract (Grade 10, £64,690), with potential to extend if further funding becomes available.

• Leading support to development partners to unlock strategic housing developments facing utility and infrastructure constraints across London.
• Working with developers, utility providers, London boroughs, government partners and transport organisations to deliver practical solutions to complex infrastructure challenges.
• Providing technical expertise on utility connections, infrastructure coordination and development delivery.
• Managing consultants and project teams to deliver high-quality technical work on time and within budget.
• Producing reports, case studies and best-practice guidance that capture lessons learned and influence infrastructure delivery across the sector.
• Building strong relationships with senior stakeholders across City Hall, government, utility companies, regulators and the development industry.
• Representing the GLA at meetings, workshops and industry events, and preparing briefings for senior management, programme boards and the Mayor's Office.

The Greater London Authority is looking for candidates who can demonstrate:

• A degree-level qualification, or equivalent professional experience, in civil engineering, utilities, infrastructure, construction, development, planning or a related discipline.
• Proven experience of navigating utility connection processes for development, working with utility providers, developers and contractors to progress solutions.
• Strong technical understanding of one or more of: electricity, water, wastewater, drainage, gas, telecommunications, infrastructure delivery or housing development.
• A track record of identifying and resolving complex infrastructure or utility-related challenges using practical, innovative approaches.
• Experience of leading complex projects, including managing risks, budgets, consultants and stakeholder relationships.
• Excellent communication skills, able to explain complex technical issues clearly and influence senior stakeholders across a range of organisations.
