Principal Place and Regeneration Manager

Leeds is one of the UK's fastest-growing cities, with an ambitious and highly visible regeneration agenda. Leeds City Council is recruiting three Principal Place and Regeneration Managers to play a central role in shaping and delivering this agenda, working on live, high-profile projects with real visibility and long-term impact.

• Role 1 – Culture & Heritage and Spatial Programmes: co-ordinating delivery of culture and heritage-led regeneration, including Temple Works, Royal Armouries Waterfront and Lower Kirkgate, this role is suited to applicants with deep experience of commercial transactions such as administering public grants/loans to third parties (particularly on culture and heritage assets)
• Role 2 – Economic and Spatial Programmes: co-ordinating major spatial programmes to deliver economic growth, including the North-West Leeds Employment Hub, Elland Road Neighbourhood and the Microsoft AI Opportunity Zone.
• Role 3 – Housing and Spatial Programmes: co-ordinating delivery of housing growth and affordable housing provision, including the Mayoral Development Zone, South Bank New Town and West End Riverside.

Roleholders will be working across partnerships to unlock sites, turn strategy into delivery, and shape major development opportunities that will define the future of the city.

Leeds City Council is looking for candidates who can demonstrate:

• Deep technical and commercial experience relevant to one of the three role areas – culture and heritage, economic growth, or housing delivery.
• A track record of turning strategy into delivery on complex, high-profile regeneration projects.
• Exceptional stakeholder management skills, with experience building partnerships across developers, investors, funders and public bodies.
• Confidence leading commercial and financial transactions, from business cases and funding bids to viability assessments and Joint Venture structures.
