Autumn Cohort 2023

St. Helens Borough Council

As part of our Autumn Cohort 2023, Eleanor worked with St Helens' Development Plans and Policy team, supporting the creation of a comprehensive Masterplan Framework for a key site within the Borough. Her role centred on promoting a high-quality, well-designed development that met the Council's objectives and Local Plan policy. She collaborated across multiple Council departments, developed the business case and coordinated technical surveys with external consultants and partners. Given the site's complex land ownership, a significant part of her role involved facilitating stakeholder engagement and drafting a collaboration agreement to ensure effective teamwork throughout the masterplanning process.
