About the roles
The Greater London Authority is establishing the UK's first environmental services market for sustainable drainage systems: the SuDS through Streetworks Market (SSM). Delivered in partnership with Thames Water, the SSM takes a market-led approach that leverages London's high volume of planned streetworks to deliver SuDS at scale, reducing surface flooding risk and supporting Flood Ready London and the London Surface Water Strategy. The ambition is to run two initial market rounds, deliver at least 100 projects and ultimately convert 7,000 hectares of impermeable land to SuDS.
The GLA is recruiting two Senior Project Officers to join a new seven-person SSM team. Both are permanent Grade 8 roles at £52,305, and both offer the chance to work on a high-profile programme with significant visibility across City Hall, government and industry.
- Senior Project Officer – SSM delivery (Infrastructure team): managing the two initial market rounds through which buyers (lead local flood authorities, boroughs and Transport for London) and suppliers (utilities and contractors) trade credits to deliver SuDS projects, and ensuring the SSM's architecture – SuDS designs, trading platform and contractual arrangements – is in place and working for each round.
- Senior Project Officer – SSM engagement (Climate Adaptation team, Environment & Energy Unit): managing key relationships with SSM stakeholders including lead local flood authorities, Flood Ready London, Ofwat, boroughs, regulators, utilities and telecoms, running the SSM Steering, Industry and Observer Groups, and keeping the c.40 organisations involved aligned and participating.
- Supporting buyers and suppliers in the run-up to, during and after each market round.
- Developing external comms, managing consultants and procurement processes, and ensuring KPIs are delivered on time, within budget and to a high standard.
- Producing reports, case studies and best-practice guidance, and analysing technical and commercial data to develop governance and delivery models.
- Representing the GLA at meetings, workshops and industry events, and preparing briefings for senior management, programme boards and the Mayor's Office.
About you
The Greater London Authority is looking for candidates who can demonstrate:
- Experience in a relevant field: surface water flooding and SuDS, sustainability, infrastructure delivery, construction, utilities, regulation, environmental markets or similar policy areas.
- A degree or equivalent in a relevant field, such as environmental studies, sustainability or civil engineering.
- Experience of operating successfully in a complex political environment, preparing clear and concise reports, presentations and briefings on complex, technical or sensitive issues for a range of audiences.
- Project management skills and experience, with evidence of successful delivery to time and budget.
- For the delivery role, the ability to navigate the technical and delivery aspects of environmental markets, SuDS design and streetworks; for the engagement role, the ability to translate technical content into compelling messaging that influences stakeholders.
The GLA welcomes applications from candidates seeking part-time work, as these roles are open to job share. The roles are hybrid, based at Union Street SE1, with up to three days a week in the office.
