Job Details

Tower Hamlets is creating a new Future Energy and Water Systems team and is looking for an experienced person to join the team and head up this service.

Over the next 10-15 years, our borough will grow by approximately 50,000 homes, and we recently brought 22,000 social homes back under the council's control. Alongside this, we have a strong desire to play our part in achieving the net-zero aims that benefit us all and a need to aid our residents through current and future cost-of-living crises.

Recognising the important role that energy infrastructure plays in supporting growth and delivering our environmental and social objectives, the council is developing our in-house expertise and resources.

There is much we can do directly as a council: building on our existing work; delivering using our own assets wherever we can; developing robust and effective strategies and implementing schemes to be delivered by ourselves and developers.

Alongside this, we need to work closely with providers, developers, government, regulators, our local communities and more to deliver modern, fit-for-purpose energy, water and digital systems. The council are ready to take a leading, facilitating role in ensuring great outcomes for our residents.

Guiding a small, focused team, you will provide the strategic direction, leadership, management and delivery of energy, water and digital systems planning and implementation services by maximising utilities opportunities and benefits for local people.

Role Reporting

  • you will have a team of up to two direct reports
  • you will be reporting directly to the Head of Infrastructure Planning in the Housing & Regeneration Directorate

About You

To fulfil this role effectively, you will need to demonstrate:

  • That you hold a degree (undergraduate or post-graduate) and professional qualification in engineering or other related discipline and demonstrable relevant experience.
  • A detailed awareness of energy, water, and digital systems planning and delivery in a political, urban environment, including issues such as development economics, engineering, planning, inward investment, and place-making.
  • Demonstrable experience and aptitude in bringing people together and achieving consensus to deliver high-quality outcomes in the planning, development and engineering fields.
  • A range of experience covering public consultation, funding applications, business casing, project procurement and influencing and negotiation.
  • A strong desire to deliver a modern, resilient and effective energy system that benefits the people of Tower Hamlets.

Job Package

  • Three-year fixed-term position
  • £69,255 - £73,815 per annum salary (Grade O)
  • 18.6% pension contribution
  • 30 days annual leave per annum (plus bank holidays), rising to 35 days after five years
